## OTECH History

- [1971](https://www.otech.edu/otech-history/1971/) - The tech college opened in April 1971 under the name of Skills Center North. This institution was established essentially to assist adult students in learning new job skills and obtain jobs. Back then, the student body consisted of 93 students.
- [1975](https://www.otech.edu/otech-history/1975/) - By 1975, the Utah Board of Regents incorporated Skills Center North as part of Weber State College. Near the end of the 1970’s, expanding training programs received full state and regional accreditation. These important actions served as the foundation for authorizing local high school students to enroll in vocational courses while they completed their high
- [1982](https://www.otech.edu/otech-history/1982/) - In 1982, the institution was moved under the auspices of the Utah State Office of Education, and became Ogden-Weber Area Vocational Center. The student body quickly grew to over 1,200 students who were attending both full-time and part-time.
- [1984](https://www.otech.edu/otech-history/1984/) - Legislators authorized the move to the present campus in 1984 to accommodate a growing need for more classrooms, lab areas, and a steadily increasing student body. In the early 1990’s, the name was changed to Ogden-Weber Applied Technology Center.
- [2001](https://www.otech.edu/otech-history/2001/) - In 2001, the college celebrated their 30-year anniversary. At that point, the workforce reached more than 150 employees, offerings grew to over 300 technical courses, 53 employment categories in 14 major buildings, and at 9 locations. Also in 2001, the Utah State Legislature approved the tech college to be a Utah College of Applied Technology

## Staff

- [TJ Bender](https://www.otech.edu/staff/tj-bender/) - TJ Bender brings over 14 years of experience in industrial manufacturing, with a strong background in both the automotive and aerotech sectors. He currently serves as a Continuous Improvement Manager at Oshkosh AeroTech, where he leads cross-functional teams to identify and resolve process gaps, implement lean methodologies, and enhance shop floor efficiency through tools like 5S. Originally from Iowa, TJ has been a proud Utah resident since 2007. He holds a bachelor’s degree in business administration from Eagle Gate College and earned his Green Belt in Lean Six Sigma from Purdue University. His professional approach is rooted in relationship-building and a people-first mindset. Outside of work, TJ enjoys spending time with his family and exploring the outdoors.
- [Kelly Cardon](https://www.otech.edu/staff/kelly-cardon/) - Kelly Cardon graduated from Ogden High and received a BS from Weber State University. He attended the Gonzaga University School of Law, University of Utah School of Law, and earned a Juris Doctorate from the California Western School of Law. Kelly has served in leadership positions for the Ogden Breakfast Exchange, Weber State University Wildcat Club, Family Counseling Service of Northern Utah, Utah State Bar Exam, Ogden-Weber Community Action Partnership, Utah Association of Criminal Defense Lawyers (founding member), Utah State Bar Litigation, and Utah State Bar Wills and Trusts. - [Anita Ruiz](https://www.otech.edu/staff/anita-ruiz/) - Ms. Ruiz is responsible for managing the Office of the President and providing direct support to the college’s president’s cabinet, Board of Trustees and the Foundation Board. Prior to her appointment as Chief of Staff, Ms. Ruiz served as the executive assistant for the instructional and student services divisions. In that role, she developed innovative ways to improve semi-annual occupational advisor committee meetings – coordinating over 200 different employer partners. Ms. Ruiz has also been instrumental in establishing documentation protocols for the college’s upcoming reaffirmation of accreditation with the Council on Occupational Education (COE). Anita started her OTECH career in 1996 as an enrollment specialist, later working as an administrative assistant for the maintenance and facilities department, and as the college’s facilities and events coordinator. Over her 26-year career, Anita has worked closely with every program and department OTECH, known as a trusted leader who looks for every opportunity to better serve OTECH’s students and community.
- [Maria Milligan](https://www.otech.edu/staff/maria-milligan/) - Associate Vice President Milligan was hired in 2022 to oversee the college’s development efforts and serve as the public information officer and liaison to the OTECH Foundation board. Before taking on the advancement role, she worked as the college’s marketing manager. In her tenure at the college, Associate Vice President Milligan has prioritized access, especially among economically disadvantaged populations and first-generation college students. She is an advocate for technical education and an OTECH alum, having completed the college’s web and graphic design program. Prior to joining the college, Associate Vice President Milligan taught writing and rhetoric courses at Brigham Young University and worked as the chief of staff and grant writer for the Utah National Parks Council, Boy Scouts of America. Her professional experience includes public relations, marketing, fund development, grant writing and operations management. She holds a Bachelor of Arts and Master of Arts in English from Brigham Young University.
- [Johna Howard](https://www.otech.edu/staff/johna-howard/) - Vice President Howard has been with the college since 2016. She has served as the coordinator of the Dental Assisting program and most recently as the program director for health and culinary programs. In her time at the college, she has been a champion in developing innovation processes and policies to benefit student success. This has resulted in the implementation of the college’s first competency-based, hybrid apprenticeship program and increases in access, retention, and completion in health and culinary programs. Vice President Howard is an alum of the college and advocate for the positive impact that technical training can have on an individual, their family, and their community. As a student, she was the gold medal SkillsUSA National Champion in Dental Assisting. Prior to working at the college, Vice President Howard worked in the dental field and served on the college’s Dental Assisting Occupational Advisory Committee. She holds an Associate Degree in Art and Sciences with an emphasis in English; a Bachelor of Science in Business Management; and a Master of Education in Instructional Design.
- [Tyler Call](https://www.otech.edu/staff/tyler-call/) - Vice President Call was hired as the vice president for college services and chief financial officer in March 2006. He is a certified public accountant and received both his Bachelor and Master of Accounting degrees from Weber State University. His responsibilities include oversight of all fiscal services for the college in addition to other college services such as Human Resources, Facilities, Information Technology, and the college Bookstore. Vice President Call also serves as treasurer for the college’s Foundation Board. Before coming to the college in 2006, Vice President Call worked with Ogden City School District for eight years as the district accountant and spent two years prior to that with a public accounting firm in Ogden.
- [Diane Sedgwick](https://www.otech.edu/staff/diane-sedgwick/) - Diane Sedgwick graduated from Indiana State University, majoring in education and minoring in history, and attended leadership training classes at Weber State University. She completed additional leadership courses which took her all over the country, receiving special recognition from the U.S. Congress for her achievements. She lived in southern California where the Claremont, California Chamber of Commerce recognized her as “Ambassador of the Year” and “Small Business of the Year.” She moved to Ogden 23 years ago as a result of her husband’s employment with Northrop. Ms. Sedgwick has been employed with United Way of Northern Utah, Catholic Community Services Inter Council of Churches, Salvation Army, Lantern House, and Health Connection with Midtown Clinic. Ms. Sedgwick has volunteered at the Christmas Box House and served on their board; was a member of the Junior League, served on the committee responsible for opening the Oasis Community Garden, and subsequently was elected president; served on the Egyptian Theatre Board; volunteered at the Lantern House; served on the Breakfast with Santa Board; worked with Ogden Farmers Market; and created a Students United group for high school students to educate them about volunteering in their community. She is retired and continues to spend her time volunteering and fostering rescue dogs.
- [Bob Nannini](https://www.otech.edu/staff/bob-nannini/) - Bob Nannini co-founded Bio-Med Engineering, Inc., in 1990. Bio-Med Engineering, Inc., is a medical/scientific equipment management company whose services include equipment/facility certification, equipment maintenance and repair, equipment installations, and equipment and regulatory compliance consulting. Mr. Nannini earned an Associate of Applied Science Degree in Electronics Technology at Harper College in Palatine, Illinois and a Bachelor’s Degree in Electronics Engineering from Weber State University. Prior to co-founding Bio-Med Engineering, Inc., Mr. Nannini was the supervisor of the Clinical Engineering Department at Salt Lake Regional Medical Center and had previously been employed as senior biomedical equipment technician at the center. - [Matt Miles](https://www.otech.edu/staff/matt-miles/) - Matt Miles was born and raised in Ogden, Utah. He studied business at Utah State University before going on to study law at the University of Utah. Upon completion he joined the family law firm of Froerer & Miles. Matt has practiced law for over seven years focusing primarily on estate planning and estate settlement. He followed in his father’s footsteps and has found the practice of law to be a rewarding career choice. His background and interests support the vision of the Ogden-Weber Technical College as a member of the Foundation Board of Trustees.
- [Nathan Felix](https://www.otech.edu/staff/nathan-felix/) - Nathan Felix has been in the finance industry since 1997. He has a BS from Brigham Young University where he studied International Finance, as well as a Master of Business Administration from the University of Utah. Currently he also serves on the Ogden Union Station Museum, Ogden-Weber Technical College Foundation, and Hospice Care of Northern Utah Foundation Boards.
- [Nicole Cypers](https://www.otech.edu/staff/nicole-cypers/) - Nicole Cypers is the vice-president of PR & governmental relations for America First Credit Union. The credit union has assets of over $14.1 billion, over 1.1 million members, and 128 branches. America First is the 8th largest credit union in the nation. In her position, she serves as the spokesperson for the credit union and is the director of the America First Charitable Foundation. Her love of being able to tell the credit union’s story lends itself well to her role of overseeing public relations and credit union history. She also serves as a liaison to federal and state elected officials and enjoys any opportunity to discuss why credit unions are so beneficial to consumers. Although Nicole has been with the credit union since 1992, her greatest accomplishment has come within the last few years when she was able to develop and launch the America First Charitable Foundation. She currently leads the foundation in its efforts to encourage and administer contributions for educational scholarships and community reinvestment. In addition to representing and promoting America First’s commitment to their members and the community, Nicole is personally dedicated to community service. She is a regular volunteer with the Ogden Pioneer Days Rodeo Committee and has severed as the Director of the Miss Rodeo Utah Pageant for the past 23 years. - [Paul Bachman](https://www.otech.edu/staff/paul-bachman/) - Paul Bachman practices in the areas of tax, estate and benefit planning, and all aspects of business planning. Carrying on a family legacy of civic involvement and philanthropy, she has served on several private foundation boards including as vice chair of the Samuel C. and Myra Powell Foundation and chair of the Bert L. and Lulu M. Neal Foundation. Ms. Barker has been a member of the Ogden-Weber Technical Foundation Board of Trustees since 1999, serving as chair from 2002 to 2012.

She earned a Master of Arts in Public Policy and Administration from Northwestern University. Her 8 years as a devoted community advocate in Weber County has made her passionate about serving others. - [Kori Ann Edwards, 47G Utah Aerospace & Defense, Chair](https://www.otech.edu/staff/kori-ann-edwards/) - Kori Ann Edwards is the Chief Strategy Officer for 47G Utah Aerospace & Defense. In this capacity, Kori Ann leads the organization’s strategic initiatives to accelerate the growth of Utah’s aerospace and defense ecosystem. She possesses over three decades of public and private-sector experience in economic development, strategic leadership, program development and stakeholder engagement. Most recently, Edwards served as the managing director of strategic initiatives for the Governor’s Office of Economic Opportunity (GOEO) where she developed Utah’s economic vision for the 2034 Winter Olympics, led the agency’s COVID-19 response, overseeing the rapid distribution of $200 million in relief funds, and launched forward-thinking programs such as the state’s telework and returnship programs. Prior to her service at GOEO, Edwards worked as senior vice president and chief operating officer at Logistics Specialties, Inc. (LSI). During her 20-year tenure at LSI, Edwards instituted and managed the company’s economic development division, overseeing more than $40 million in revenue allocation. Edwards has served on numerous executive boards and committees across the state. She holds a Bachelor of Science degree in Political Science from Utah State University.

- [Christine Jacobson-Ware, RPh, Owner, Wasatch Pharmacy Care](https://www.otech.edu/staff/christine-jacobson-ware/) - Ms. Jacobson-Ware has a deep love for and understanding of education and its importance to the community. She has served on the college’s Pharmacy Technician Occupational Advisory Committee since March 2015. She is the owner/operator of Wasatch Pharmacy, so she understands the needs inherent in the field and what local pharmacies require in order to safely and efficiently serve their clients. Ms. Jacobson-Ware is very active in the community and has been recognized by the Ogden-Weber Chamber of Commerce for her volunteerism. A native of Hawaii, Ms. Jacobson-Ware lives and shares her Pacific Islander heritage of “Ohana.” She views the entire community as her family and works to provide for their well-being and success.
- [Slade Opheikens, R&O Construction](https://www.otech.edu/staff/slade-opheikens/) - Mr. Opheikens earned a Bachelor’s in Construction Management from Brigham Young University and is a LEED Accredited Professional. R&O Construction is a family-established business, and Mr. Opheikens began working there as a teenager in 1977, working his way up through nearly every operations position including laborer, superintendent, project manager, chief operating office, and president/CEO. As president, he directs a team of eight vice presidents and approximately 180 employees building projects in 18 states. He is involved in the community and serves on the Ogden-Weber Chamber Board of Governors, Ogden Industrial Development Corporation Board of Trustees, Economic Development Corporation of Utah Board of Directors, Weber State University Construction Management Advisory Board, and American Cancer Society – Utah Region Board.
- [Lori Belnap Pehrson](https://www.otech.edu/staff/lori-belnap-pehrson/) - Lori Belnap Pehrson, Weber State University Board of Trustees brings to our board extensive experience in STEM and aerospace. Ms. Pehrson has held numerous key positions at Northrop Grumman including serving as the Director of Programs for the ICBM Ground Systems Sustainment program at Hill AFB.
- [William Shafer, Lucky Slice Pizza, Vice Chair](https://www.otech.edu/staff/william-shafer/) - Mr. Shafer is a 29 year-old chef and self-professed “Dough Ninja” who was born and raised in Plain City, Utah. He attended the Western Culinary Institute, an affiliate of Le Cordon Bleu, and earned an Associate Degree in Applied Sciences. Mr. Shafer opened Lucky Slice Pizza in Ogden, Utah, in 2012 with two partners, and he has since expanded to establish a limited menu operation at Powder Mountain and a second full-service operation in Layton. He has a mobile operation capable of assembling and cooking on-site for events and is set up as a vendor in two local sports arenas. Mr. Shafer’s future goals include creating a commissary kitchen to scale and improve the business’s systems and being the first American shop delivering pizzas by drone. His personal philosophy is that “time is better spent searching for a solution rather than complaining about a problem.” Mr. Shafer has worked to foster meaningful relationships with local businesses and community members and participate in and hosted many charity events for various local groups.
- [Sara Toliver, President/CEO of Visit Ogden](https://www.otech.edu/staff/sara-toliver/) - Sara Toliver, CDME, is the President/CEO of Visit Ogden. Sara received both her BS and MBA degrees from Utah State University before opening three retail stores on Historic 25th Street in downtown Ogden. Her participation in the ensuing redevelopment of this historic district led to Sara’s increased involvement in, and passion for, the Ogden community. Sara joined Visit Ogden in 2007. Over those last 17 years, the Ogden community has experienced significant progress in development of its outdoor recreation product, arts and culture districts, and tourism industry at large, of which Sara is incredibly proud to have been a partner in leading, collaborating and/or supporting.
- [Paul Widdison, Northrop Grumman](https://www.otech.edu/staff/paul-widdison/) - Mr. Widdison was born, raised, and currently resides in Hooper. He graduated from Roy High, attended Weber State (electrical engineering technology), and participated in the state electrical apprenticeship program housed at the tech college. He was offered a position at Thiokol (now Northrop Grumman) in 1982 and has had a 35-year career in the aerospace industry. He is involved with the technical operations of putting humans and cargo into space as well as the business end of the corporation. He is a strong supporter of STEM-based education and has a deep understanding of the importance of technical education in our fast-paced world.
- [Jennifer Zundel](https://www.otech.edu/staff/jennifer-zundel/) - The Wasatch Front was home to Jennifer Zundel her entire life. Born and raised in North Ogden, she graduated from Weber High School before attending Weber State University. She and her husband Alan J. Zundel have six children: four daughters and two sons. Jennifer has always been dedicated to expanding educational opportunities for both her children and the broader community. She served on the Community Council at Hillcrest Elementary and Highland Junior High and has been a member of the Ogden School District Board of Education for the past 20 years. Her commitment to local classrooms is evident in the hundreds of volunteer hours she has contributed. In recognition of her efforts, she was honored as Parent Volunteer of the Year for the GEAR-UP program. Jennifer and her husband have been successfully running a business in Ogden for 25 years.
- [Chad Burchell](https://www.otech.edu/staff/chad-burchell/) - Vice President Burchell has been serving as the college’s vice president for instructional services since 2020. He grew up in Weber County and graduated from Roy High School. He attended and graduated from Weber State University with a Bachelor of Professional Sales, further completing a Master of Business Administration from the University of Phoenix, Utah Campus. For more than 21 years, Vice President Burchell has been working in higher education at all levels, from faculty to administration. He worked for the University of Phoenix, Utah Campus, as the director of enrollment for 12 years and as a program advisor for the Business program and vice president of student services at Ogden-Weber Tech College.
- [President James R. Taggart](https://www.otech.edu/staff/james-taggart/) - James R. Taggart has served as the president of Ogden-Weber Technical College (OTECH) since 2017. He has over twenty-eight years of experience as a technical educator and leader at the college. He began his career as a health sciences instructor and held subsequent positions in program development, institutional effectiveness, vice president for student services, and vice president for instructional services. President Taggart holds a Bachelor’s Degree in Health Training and Promotion from Weber State University and a Master’s Degree in Instructional Technology from Utah State University. An active member of local, state, and national organizations, President Taggart sits on the boards for the Utah Defense Alliance, Northern Utah Chamber Coalition, and the Ogden-Weber Chamber of Commerce. He also serves as a commissioner for the Council on Occupational Education (COE).
